Bill 23 Ends Municipal Green Standards in Ontario – Updated November 28th, 2022

On November 28th, the Ontario government voted to pass Bill 23, the More Homes Built Faster Act, at third reading. This means that no further amendments to the legislation will be made. The Bill will now go through Royal Assent and become an Act.  

Passive House Canada is very disappointed with this outcome. We believe ending the use of municipal green building standards poses a real threat to the affordability, health, and sustainability of homes in Ontario. There has also been widespread outrage at this and other contents of the Bill that will negatively impact municipalities and communities.  

We know the government was aware of the strong opposition to Bill 23 and we thank everyone who took the time to voice concerns and submit written material. 

Passive House Canada will continue to advocate for the adoption of policies, programs and regulations that require science-based outcomes rooted in verifiable metrics of success for energy efficiency, cost, and resilience, supporting high performance new construction and retrofits.
