‘Arbitrary and undeserved’: Former Collingwood deputy mayor denies misconduct at inquiry

Collingwood’s former deputy mayor is pushing back against any suggestion he was involved in misconduct, arguing his actions in seeing recreation facilities built were in the best interests of the community.

In his closing submission to Part 2 of the Collingwood judicial inquiry, Rick Lloyd, the town’s deputy mayor from 2010-14, referenced receiving a notice of a finding of possible misconduct against him.

The notice was given to him on Oct. 18. In an interview with Simcoe.com, Lloyd acknowledged he also received notice in reference to evidence and his testimony in Part 1 of the inquiry.

Lloyd was on the witness stand at the inquiry on Oct. 7 and 8, when he testified to his involvement in the decision to sole-source the purchase of two recreational facilities.

During testimony at the inquiry, it was stated Lloyd provided a reference for Paul Bonwick, the brother of then-mayor Sandra Cooper, to Sprung, the company that was looking to sell its fabric membrane structures to the municipality.
