Cities, County extend management agreement

Barrie and Orillia are poised to renew a five year deal with Simcoe County for its management of Ontario Works, Children and Community Services, Social Housing, Paramedic Services and Long Term Care service delivery.
The extension covers the period between January 2013 and December 31, 2017 and this year cost the separated cities about $27 million.
The operating and capital costs of the social assistance programs (including, but not restricted to Children & Community Services, Ontario Works) is apportioned on a mix of the actual cost of caseloads within each of the separated cities, and current year weighted taxable assessment; Social Housing operating and capital costs are apportioned on the basis of the current year weighted taxable assessment, while the administration costs are charged on a monthly basis and based on the weighted taxable assessment for Simcoe, Barrie and Orillia. Paramedic Services are on the basis of the current year weighted taxable assessment; and, The operating and capital costs of Long Term Care Homes are apportioned on the basis of combination of the current year weighted taxable assessment and caseload.
There’s also a formula for the County to recoup administration costs as the “Delivery Agent” that includes:
a) Departmental Costs of CAO/Clerk
b) Communications
c) Customer Service
d) Information Technology
e) Human Resources
f) Finance
g) Purchasing, Fleet & Property Maintenance.
“The updated agreement strengthens the governance, communication and reporting requirements between the County, Barrie and Orillia,” according to the background report to County council on the Oct. 8th agenda “County staff use their best judgment, based on experience and expertise in each of these service areas, to advise County Council on the policies and service delivery models that are used to provide the services.”
