Permanent Out of the Cold shelter needed

Bob Bruer, on behalf of Out Of The Cold, made a submission to Council to give an overview of their program.
The 150 people that were left homeless after the Midland tornado were cared for by this program. They give
support to the communities when it is needed. A permanent shelter is very much needed in Midland. 
This group is hoping to have a permanent shelter opened by November 12, 2012. They are looking for $1,000
support from the four communities in the area and will be making a request to the County, as well.
The Cawaja Beach Property Association made an oral submission to council about the possibility of having
more permit parking put in to stop the out-of-towners from using their beach. Deputy-Mayor Lawrence
stated that he is concerned about the back-lot owners if the permit parking was extended.
There have been some complaints by the Balm Beach Road residents about the re-construction of their road
from the curve to the beach. They say that the ditches are too deep and wide. Councillor Claire points out
that council passed all of the changes and that there would be a delay in construction if other decissions
had to be made on this issue. He wants to see a full report from staff.
County council update 
Deputy-Mayor Lawrence wants to do away with the weighted vote. Mayor Millar says that you could win a vote but
if someone calls for a recorded vote, the vote could be lost, which is not fair.
