Marshall`s  `ìnsurance`argument failed to convince majority

To no one`s surprise, Simcoe County council voted yesterday to award a seven-year waste collections contract to BFI Canada.  The vote was 19-7, a weighted vote of 70-25.

Penetanguishene Mayor Gerry Marshall re-iterated warnings against a single-source contractor, saying that awarding the East Simcoe (Oro-Medonte, Ramara, Severn) to `Firm B“ would provide insurance should ptoblems develop with BMI.
He noted that Firm B  was the favoured bidder for East Simcoe under the county`s points system and having two contractors would only add $40,000 to the $10.6 million cost of the contract for Year 1.
Tiny Mayor Ray Millar said he believes he savings under the new contact (which is $2.6 million less than has been budgeted in 2012) are `more imagined than real,“ and expressed concern that contracting with one firm will drag down competition.
Tay Mayor Scott Warnock expressed discomfort at the length of the contract, that will run through the whole term of the next elected council and into the start of a third council, expiring in 2020.
The mayors were also concerned at the effect on Moreau Enterprises of Penetanguishene, which has been providing service in North Simcoe since before the county was set up. Warnock pointed out.
But for Collingwood Deputy Mayor Rick Lloyd, there are “2.6 million reasons“ to go with the county-wide recommendation.  (Marshall pointed out that going with two contractors provides only slightly less – 2.56 million reasons.)
Bradford West Gwillimbury Mayor Doug White said that worrying about the survival of the business is a `slippery slope`and it`s his job to vote for the best contractor at the best price. Anything else would be `reckless.“
