NVCA report of its November 25 meeting December 6 2011
The NVCA Board approved the Draft 2012 budget for circulation and municipal input.
The draft budget includes a 1.736% municipal general levy increase, consistent with
the Board direction provided in October.
The municipal levy share will increase by
$32,277 to $1.89 M. This levy supports a total budget of $3.9M for the delivery of
NVCA watershed conservation programs and services.
CAO/Secretary-Treasurer Wayne Wilson noted that the proposed budget was
extremely tight, with levy increases below the consumer price index (CPI), resulting
in no increased staff to address watershed growth pressures. Mr. Wilson also
explained that it will be necessary to use some reserves to meet the 1.736%
increase.
The draft budget is now being circulated to municipalities for comment, and has been
posted online at www.nvca.on.ca. A final budget will be presented and voted on at the
Board of Directors meeting on February 24, 2012.
MEMORANDUM OF UNDERSTANDING NOW SIGNED BY ALL PARTIES
The Memorandum of Understanding (MOU) approved by the NVCA’s Board of
Directors at the October meeting has now also been signed by the Township of OroMedonte and the Severn Sound Environmental Association (SSEA). The MOU was
developed to improve the efficiency of conservation service delivery by clearly
delineating the provision of environmental services to the Severn portion of OroMedonte by the NVCA and the SSEA. The MOU comes into effect in January 2012 and
will be reviewed on an annual basis.
Ralph Hough, Deputy-Mayor of the Township of Oro-Medonte and NVCA
representative, thanked the members for approving the MOU.
NEW POLICIES APPROVED
As required by provincial legislation, staff developed and the Board approved new
Policies & Procedures for Violence in the Workplace (HS-3) and Harassment in the
Workplace (HS-4). The Board and staff are committed to ensuring that the NVCA
maintains a productive and safe work environment
