Urban sprawl has long been criticized by city planners, but it keeps happening anyway. Pamela Blais argues that “perverse” municipal subsidies promote sprawl and discourage more sustainable urban forms, despite the earnest policies of planners decrying the expansion of big box complexes, mega malls, low–density subdivisions and sprawling business parks.
