‘Work l0cally’ needs to be the policy for infrastructure

This information: Canada’a deadly oil  just underscores why we need to minimize our consumption of gasoline, especially for commuting.  
We need an urban planning policy of “live where you work and work where you live”.  We have all heard about eat local food, shop locally.  So it is only natural to think “work locally” needs to be the policy for infrastructure.   Who disagrees?
We consume about 17 billion liters of gasoline each year in Ontario.  ~17 billion dollars each year. ~1/2 goes to foreign countries, ~1/2 goes to Harper country in Alberta.  This is money that could stay inside the province of Ontario and be used for things like healthcare, education, and other services and infrastructure that is crumbling. 
The pollution from auto tailpipes is just the tip of the iceberg when you look at the tarsands in detail.
