Guergis breached federal ethics guidelines: Report

OTTAWA—The federal ethics commissioner has ruled former Conservative MP and junior cabinet minister Helena Guergis breached her ethical obligations in 2009 in writing Simcoe municipal officials to promote a business she knew could potentially benefit her husband Rahim Jaffer.
Conflict of Interest and Ethics Commissioner Mary Dawson released her findings Thursday following a formal complaint filed by the NDP prompted by a report in the Toronto Star.
