County council discusses disposition of Site 41 on Tuesday

Shotyk proposal for world-class research institute hangs in the balance

The disposition of Site 41 will be discussed by County Council on Tuesday. This is a link to the agenda.
Under COUNTY OF SIMCOE COUNCIL COMMUNICATIONS AND PETITIONS is an email from Dr. William Shotyk to county council. 
Under CO 11-018 – Comments regarding Notice of Surplus Lands in the Township of Tiny is a report from County Clerk Brenda Clarke regarding the notice published June 9 which was in accordance with direction given by council at its April 26 2011 meeting. The report includes a copy of the notice and comments regarding the sale of the land.
AWARE Simcoe note: the notice provided for the declaring surplus and selling of the Site 41 property, including splitting the property up into four parcels. The direction was given (after a behind-closed doors discussion) in Resolution 2011-121, moved by Councillor Doug White, seconded by Councillor George Lawrence. 
Under CO 11-020 – Property Disposition Process and Specifics Related to Former North Simcoe Landfill Property is a report from Dawn Hipwell, Director, Procurement, Fleet and Property detailing steps taken regarding the Site 41 property to date. With regard to Dr. Shotyk’s proposal, it states: “In March 2011, County staff were asked to review Dr. Shotyk’s proposal when submitted and come back at that time with a summary report for Council’s consideration.   In April 2011, staff contacted Dr. Shotyk and provided a list of questions that would assist him in creating a basic business plan. To date, Dr. Shotyk has indicated he is not ready to meet with staff and it will be some time before he is ready to present a formal proposal. Dr. Shotyk did present to Council in May 2011 noting it may take 1 – 2 years to finalize a formal proposal.”
AWARE Simcoe note: Dr. Shotyk told the May 24 meeting that his project would not be sustainable if only the 86-acre parcel was available. He asked council to retain ownership and lease out the land for 1 – 2 years to allow him to put together the kind of partnerships and business plan that would be required for a world-class research institute.
