Orillia’s Waste Management Advisory Committee (WMAC) recently passed the following motion:
“Whereas the City of Orillia has provided an extended waste program which includes recycling and composting as well as education to its citizens for over 20 years; and
Whereas the Public Works Department in its 2011 Waste Minimization Report dated  April 2011, has recommended a mandatory recycling and composting bylaw;
the WMAC recommends to City Council that the city implement a full User Pay program for garbage, charging $2.50 for all garbage bags/containers by October 1, 2011, and that the cost of the present “free” tag program be removed from the citizens’ tax bill.”
