Bylaw delayed: Can’t trust MOE or county says Kramp

Midland Council has delayed passing a bylaw that would allow Simcoe County to monitor leachate levels and provide for a contamination attenuation zone under Wilson Rd. near the North Simcoe transfer station.
Council agreed the town needs more information after Coun. Stephan Kramp raised concerns about whether Midland will have access to any of the reports and data.
The county has indicated it may use an attenuation zone to, among other things, discharge impacted groundwater from the landfill site into the attenuation zone located in, under, over and above the road.
Kramp said the town should negotiate to ensure it receives reports about any contamination that might affect water supplies.
Given the county and the MOE’s track records concerning Site 41, Kramp said, “the only people I trust to protect the water of the people of Midland are the people around this table. I’m not prepared to leave it the either the county or the MOE.
Wilson Rd. Is a boundary road between Midland and Tiny Township. Tiny Township has passed the bylaw being sought by the county.
The county has said as owner of the landfill site, it must monitor leachate levels and provide for a contaminant attenuation zone.
Kramp said in an interview that for the county to come on to Midland property to monitor the water, the town should know who is going to carry out the monitoring.
“What access will the town of Midland have to any of the data? We should be asking for full access. It’s not easy to access information from the county as we’ve seen with Site 41.
“If it’s Genivar that is doing the monitoring it’s their position not to hand over data. We need an agreement with the county to ensure transparency and accountability.”
