Man linked to waterfront project ‘The West’ has previous fraud and theft convictions

The principal of a developer wanting to build along Barrie’s waterfront has a criminal record, including fraud, theft and threatening convictions, the Examiner had learned.
Brian Wayne Hopkins — also known as Brian Hawkins, David Hopkins and Brian Thopkins — is the administrator of B. E. Groupe, which has planned a condo/hotel development on the old Lakeview Dairy site.
