Bond Head gets sidewalks

The hamlet of Bond Head will be getting long-awaited sidewalks on the 7th Line, from Dixon Rd. to County Rd. 27, and along 27 from the 7th Line to the Bond Head Community Hall.
The sidewalks made a shortlist of projects, after the municipality received $1.781 million in Investing in Ontario Act (IOA) funding, in 2009. Unfortunately, when the project went to tender in July 2010, the lowest bid was $208,728.97, from Bennington Construction Ltd. The IOA funding allocated by the Town was only $75,000, leaving a potential shortfall of $135,000.
Engineering staff have recommended allocating $135,000 from the IOA surplus, to allow the project to go ahead in 2010.
IOA funding was used for the reconstruction of Church St. from Holland St. W. to Queen St., resurfacing of a Town-owned section of Canal Rd., replacement of guide rails on Sideroad 20 and several other locations, downtown parking improvements, and installation of pedestrian-activated traffic lights on Simcoe Rd. at Catania, and Professor Day Drive.
However, resurfacing of Simcoe Rd. south of the 6th Line was deferred until new servicing is installed, and the Colborne St. reconstruction has been funded through Infrastructure Stimulus Funding, instead of IOA – leaving $409,918 of the amount received from the province, untouched.
Council voted to allocate $135,000 to Bond Head sidewalks, and the remaining $275,000 to the paving of the 3rd Line, from Sideroad 5 to County Rd. 27.
The engineering report noted that there would be no net effect on Town finances, as a result of the reallocation – although the Town may have future winter maintenance costs, associated with keeping the sidewalks clear.
