New Tecumseth moves to ban soils from treatment facilities, fill containing PCBs

New rules will soon come into effect that will give New Tecumseth greater control over fill operations.

Director of engineering Rick Vatri made a presentation to council Jan. 13 outlining recommended changes to strengthen the town’s site alteration and fill bylaw.

Council directed staff to conduct a review a few years ago to see how the bylaw, which was last updated in 2012, could be tightened up and to identify any loopholes that need to be closed.

Vatri said the new bylaw has a broader definition of the term site alteration and now includes the importation, exportation or moving of fill on a site. He said this change will give the town more “tools” to control this activity.

One noteworthy change would ban anyone from importing fill that comes from soil treatment facilities.

Vatri said this change is based on lessons learned from the Tottenham Airfield site.
