Site 41, Lafontaine area prime for wind turbines under proposed Tiny policy

Mayor and Deputy Mayor are not available.
Nigel Warren nominates Andre Claire to be the Chair for this meeting.
He accepts.
The residents of Farlaine Lake are concerned about speeders in their area. 
Council suggests extending the radar to bring some control on this matter.
There are complaints about people using barbecues down on the tiny beaches.
Council says that no barbecues allowed on the beach but okay to use the grassy areas.
Maybe a new bylaw on this matter.
Andre Claire says that the signs are too large on private property that is owned by businesses.
He will be checking the bylaw.
Presentation by a Tiny beach owner on invasive poplar.
She wants to know how to maintain both her property and Tiny’s side.
She has small poplar trees coming up on her property and she is worried about the roots getting in her septic system.
Gibb Wishart says that poplars and Manitoba maples are weeds and there should be a massive spray to kill them.
Andre Claire says be careful with the spraying because we don’t want to contaminate the water.

There are no plans for an urgent care centre in the Midland area, at this time.
Their top priority is transportation to get patients to the care that they need.
They have a volunteer network.
Tele-health has received ten new nurses.
Gibb Wishart says that the medical profession needs to respect chiropractors and other non-medical professionals.
LHIN says that they do show respect for these people.
 A safety zone is needed in Wyevale near the school, Concession five east and west.

Section D10-Electric Power Facilities-add new policies re Green Energy-Wind Policy-(Draft Official Plan Amendment No. 13 and comments. 
The purpose of the proposal is to amend the The Township of Tiny Official Plan to add new policies to Section D10 Electric Power Facilities.
The new policies relating to the siting of industrial wind energy facilities (wind turbines) originate from the recommendations of the Visual Landscape Guidance for Industrial Wind Energy Facilities Study dated June 2009 prepared by the School of Environmental Design and Rural Planning from the University of Guelph. Link to study.
The new policies will provide a framework for the development of industrial wind energy facilities in the Township of Tiny. A new schedule named “Industrial Wind Energy Facilities Management Zones” will be added to the Official Plan as Schedule “D”.Scedule “D” divides the township into three management zones; Protected one, Sensitive Landscapes, and less Sensitive Landscapes. The majority of the township is within the Protected Zone.
Within the Protected Zone, Industrial win energy facilities are prohibited. Within the Sensitive Zone, Industrial wind energy facilities may be allowed with supporting studies including a visual impact assessment, cultural heritage report, environmental impact statement, and noise study. In addition, within the Sensitive Zone and Less Sensitive Zone there are required setbacks prescribed.
Council say that there is a petition with 1,000 names on it from the Lafontaine area and a few letters. (Site 41 and the Lafontaine area are the areas identified in the study as most suitable for wind turbines.)
Nigel Warren says that The County of Simcoe will have trouble accepting this Amendment.
There could be a restructuring of the entire Green Energy Act after the upcoming election.
Tiny Council will make a decision.
